There is a difference between when the verb אמר comes with the word אל afterwards and the prefix ל afterwards: And the rule goes according to Rabbi Solomon Pappenheim.
According to Rabbi Solomon Pappenheim, whenאמרcomes withאלafterwards, it is referring to extensive and intelligent speech. Not so when the prefix letterלcomes afterwards⁶³⁵.
