There is a difference betweenארבעים יכנו (forty stripes he may give him)¹⁶⁵ and שלש פעמים תכה את ארם (you shall smite Aram but three times)¹⁶⁶: ארבעים יכנו is all in one occurrence, while שלש פעמים is in three separate occurrences.
