Pisqa’ 114³¹⁷

  1. “Surely, there shall be no pauper among you” (Dt. 15:4).
But elsewhere He states

“For the pauper will not cease from the midst of the Land” (Dt. 15:11)— [thus,] when you fulfill the will of the All-Present, the pauper will be [found] among the others, but when you do not fulfill the will of the All-Present, **the pauper will be [found] among you.**³¹⁸ 118.1.

“For HASHEM will richly bless you in the Land” (Dt. 15:4)— this explains that the blessing depends only upon [possession of] the Land.

“Which HASHEM your God is giving you to possess” (Dt. 15:4)— by the right of possession, you will conquer.
